From Evolène you first have to cross the Borgne river on the left bank via the bridge that leads up to Lanna on a small road. From there it is signposted (you might as well leave your car in Evolène...). You can also arrive via the top of the Col de la Meina and Vouasson.
The concept of a "buvette", similar to the "Almen" in German-speaking Alpine regions, has no real equivalent in France. It is a place you go up (or down...) to have a snack in a pleasant and quiet spot that also offers accommodation. Arbey is a cluster of "mayens", all former alpine chalets, including this one which has been converted into a reception area. It also happens that active alpine pastures offer the same services (meals + accommodation). The price is 30 CHF per night including breakfast. Meals are to be chosen (see their website).
